On 1 July 2025, PECC2 Survey and Construction Company Limited (PSC) was officially established as an independent legal entity, inheriting all of PECC2’s specialist resources in surveying, testing and geotechnical construction.
On 1 July 2025, PECC2 Survey and Construction Company Limited (PSC) was officially established as an independent legal entity, inheriting all of the specialist resources PECC2 had built in surveying, testing and geotechnical construction. This marks a step forward in organizational structure, continuing a professional journey of over 40 years.
PSC’s predecessor was Construction Survey Enterprise II, established on 1 July 1981. Through successive organizational stages, it developed within the PECC2 system as a survey and construction unit, enterprise and branch, carrying out all of PECC2’s surveying, testing, geotechnical construction and specialist foundation supervision for over 40 years. Through hands-on project work, the team built up experience, equipment capabilities, laboratory capacity and specialist methods.
In 2025, PECC2 established PECC2 Survey and Construction Company Limited (PSC) as an independent, wholly owned legal entity, building on the expertise and experience accumulated over nearly 45 years. PSC took over all specialist resources (people, equipment, technology and survey data), professional capabilities, practical experience, history and professional traditions developed in PECC2’s surveying, testing and geotechnical construction activities.
A brief organizational history of PSC
- September 1981: Construction Survey Enterprise II was established under Song Da Survey Company. Its core team from the Hoa Binh Hydropower Project was deployed to the South to carry out surveys for the construction of Tri An Hydropower Plant.
- 1982: The unit was joined by the transmission line and substation design team from the Nha Trang Power Design Sub-Institute and renamed Power Survey and Design Enterprise 2.
- 20 April 1985: The Minister of Energy signed Decision No. 139/ĐL/TCCB establishing Power Survey and Design Company II through the merger of Power Survey and Design Enterprise II and the Tri An Hydropower Design Team. This was the predecessor of PECC2.
- 25 May 1987: The Ministry of Energy transferred the Southern Integrated Survey Team to Power Survey and Design Company 2.
- 1 July 1987: Power Survey and Design Company 2 re-established its survey force and organized the Southern Integrated Survey Team by merging the survey teams of the two units.
- 30 June 1993: The Ministry of Energy issued Decision No. 584/NL/TCCB-LĐ establishing the survey team under Power Survey and Design Company 2.
- 12 December 1994: The Southern Integrated Survey Team was renamed Southern Integrated Survey Enterprise under Power Survey and Design Company 2.
- 12 May 1999: Southern Integrated Survey Enterprise was re-established under Decision No. 145/EVN/HĐQT/TCCB-LĐ as part of Power Engineering Consulting Company 2.
- 8 November 2007: The PECC2 Board of Directors decided to establish a branch based on Southern Integrated Survey Enterprise.
- 10 January 2008: The branch received its first operating registration certificate in Ho Chi Minh City.
- 13 January 2016: The branch received its first amended operating registration certificate, with branch code 0300420157-002.
- 12 May 2023: The PECC2 Board of Directors resolved to rename the unit Power Engineering Consulting Joint Stock Company 2 – Survey and Construction Branch.
- 23 June 2023: The branch received an operating registration certificate under its new name.
- 1 July 2025: The PECC2 Board of Directors issued a resolution and decision establishing PECC2 Survey and Construction Company Limited (PSC), wholly owned by PECC2.
- 6 August 2025: PSC received its enterprise registration certificate (No. 0319091058) and officially began operating as an independent legal entity. At the same time, the PECC2 Board of Directors issued Decision No. 0797/QĐ-PECC2 transferring the branch’s assets, people, capabilities, experience, rights and obligations to PSC.
The transition to a company model is a deliberate step forward. With a more specialized organization and focus, PSC concentrates fully on its core services while extending its capabilities from energy projects to other infrastructure and construction sectors.
2025 therefore marks the birth of today’s PSC legal entity, while its over 40 years reflect the history of its predecessor and the capabilities PSC inherits. Operating under the new model does not interrupt that journey; PSC continues its long-term partnership with every project. This is how PSC carries forward PECC2’s professional legacy, with greater focus and initiative to meet the increasingly diverse needs of clients and partners.
