OVERVIEW OF PSC
OVER 40 YEARS OF CONTRIBUTING TO VIETNAM’S CRITICAL INFRASTRUCTURE DEVELOPMENT
With over 40 years of experience, PECC2 Survey and Construction Company Limited (PSC) specializes in surveying, providing technical data, and carrying out geotechnical construction works for critical, large-scale energy infrastructure projects with high technical requirements and a pivotal role in national infrastructure development. Most projects are undertaken in complex terrain, geological, environmental, and operational conditions, demanding stringent standards of accuracy, quality, and safety across Vietnam’s three regions—North, Central, and South—and extending into Laos and Cambodia.
Throughout most of its development, PSC operated under various organizational structures, including Survey Teams, Enterprises, and Branches under PECC2, one of Vietnam’s and the region’s leading energy engineering and design consultancies. In these capacities, PSC undertook surveying, provided technical data, and carried out specialized construction works for PECC2 projects.
Since July 2025, PSC has officially transitioned into PECC2 Survey and Construction Company Limited, with PECC2SC as its trading name and PSC as its brand. Building on its legacy, experience, resources, customer base, partnerships, and the PECC2–EVN network of experts, PSC has entered a new phase of development with a more independent, agile, and professional operating model.

MESSAGE FROM THE CHAIRMAN
Our Commitment
Data quality, technical accuracy and responsibility to clients are the foundation of everything we do.
- Technical expertise
- Responsibility
- Spirit of innovation
Every sustainable project begins with reliable data and sound technical decisions from the very earliest stages. Building on more than four decades of engineering surveying experience, PSC has contributed to many of Vietnam’s major energy, infrastructure and industrial projects.
From hydropower and thermal power plants to transmission networks, renewable energy projects and complex infrastructure developments, PSC has consistently provided accurate and objective survey data to support project design, construction and operation.
Building on the experience inherited from the PECC2 ecosystem and supported by a team of experienced engineers, specialists and technical professionals, PSC continuously strengthens its expertise, invests in equipment, standardizes its processes and applies new technologies to surveying activities. In this new stage of development, PSC’s role extends beyond traditional surveying services. We are working toward providing reliable engineering data, risk analysis and technical recommendations to support decision-making in investment, design, construction and operation.
With the vision of becoming a leading engineering surveying and data company in Vietnam’s energy and infrastructure sectors, while progressively expanding across the region, PSC considers data quality, technical accuracy and responsibility to clients the foundation of everything we do.
PSC remains committed to being a trusted partner to our clients and partners, bringing technical expertise, responsibility and a spirit of innovation to every project and contributing to safe, efficient and sustainable infrastructure.
Sincerely,
Nguyen Duy Hung
Chairman of PSC
